Notice inviting Tender

 

North Eastern Region Community Resource Management Project (NERCORMP) a joint project of IFAD, and the NEC, Government of India is conducting a training for its staff on Project Management, Planning, Implementation and Evaluation. Interested institutions/firms/group of individuals are requested to submit sealed quotations on or before 5th Aug 2008.

Name of Work : TRAINING ON PROJECT MANAGEMENT,PLANNING, IMPLEMENTATION    AND  EVALUATION.

 

 

 

North Eastern Region Community Resource Management Project (NERCORMP) is a joint project of the International Fund for Agricultural Development (IFAD) and the Government of India implemented through North Eastern Council (NEC) under Ministry of Development of North Eastern Region (DONER). It operates in 3 states and 6 districts of the N.E. India.

Its main objective is livelihood improvement of  poor and vulnerable rural mass through multi-sector approach with special emphasis on women empowerment and community institution building.

At the management level, it operates through a Regional Society under the Chairmanship of Secretary, NEC, Shillong and District Society under the Chairmanship of respective Deputy Commissioners. NERCORMP has  technical and professional staffs  located at the Regional level as Programme Support Unit (PSU)  and at District level  as Development Support Team.

 

B.Objectives

The Program is intended to provide a broad project management perspective to  the Senior Professional staff of NERCORMP  who are responsible for project planning, formulation, implementation, and evaluation.

 

The specific objectives of the Program are :

Ø  to acquaint participants with tools and techniques to develop effective and efficient project planning, implementation and monitoring systems and preparation of project reports, and

Ø  to provide a forum for  senior Officers of NERCORMP to discuss various issues and challenges associated with  project management, and share their experiences for implementation of projects.

Ø  To equip the participants with skills and know how of Project formulation and DPR writing.

C. Course components to be incorporated in the training modules:

 

  1. Basic Elements of good Project Management
  2. Project Management tools
  3. Preparation and understanding Logical Framework (Log frame).
  4. Project Formulation and Preparation of Project Reports(DPR).
  5. Aligning HR Processes for efficient Project implementation.
  6. Conflict resolution.
  7. Network Analysis for Effective Project Management
  8. Project Costing and Budgeting.
  9. Critical Chain Management.
  10. Learning form Project Failures – A Case based discussion.
  11. Group Work on Project Formulation and Group wise Presentations( two sessions)

(The above components should have relevance to social sector/ development organizations)

 

 

D.METHODOLOGY

A write up on training methodology should form part of the proposal.

E.Venue

The Program will be conducted at the NERCORMP, or at a location of its choice.

F.Programme Duration

The Program duration is three days with about four sessions on each day.

NERCORMP will provide LCD projector and the other audio-visual aids.

G.Program Date :

18th to 20th August, 2008.

H. TA/DA for resource persons employed :Travels and accommodation of the resource persons will be provided by NERCORMP on actual basis. However this will be limited to three persons only.

I. Terms and conditions:

1.The quotations should be submitted in two envelops, each containing technical bids  and financial bids separately.

 

2.The technical bid shall comprise profile of the firm, elaborate resume of resource persons proposed, list of similar training conducted and methodology to be used.

 

3.The financial bid shall include all expenses i.e.  institutional fees, out of pocket allowances for the resource persons, cost of study materials and service taxes etc. However, travel expenses( to and fro by shortest route) and lodging & board while in Shillong shall be paid by NERCORMP on submission of actual bills and should not be included in the Financial bid.

4. The sealed quotations addressed to the PCDS, NERCORMP should reach on  or before 5th August 08.

5. No quotation received after 5pm on 5.8.08 shall be entertained.

 

6. Quotations not submitted in two envelops will be rejected without opening.

7. The proposals/quotations will be evaluated by QCBS method.

8. All correspondents should be addressed to  the PCDS, NERCORMP, Sympli  Building, 1st Floor, Malki, Dhankheti, Near Law College, Shillong-793001.
